This position requires an active Secret clearance.

Position Summary: Leads assigned local delivery of Facilities Support FYDP Management Services for MCICOM at MCB Camp Butler, MCAS Iwakuni, or MCB Quantico. Serves as the designated CSS interface for assigned work and directs integrated program execution across local scheduling, capital investment planning, financial execution data, regional coordination, and technical site-support activities within the CSS subcontract scope. CSS performs assigned services as a subcontractor to CTC. This combined profile covers Senior Program Manager positions assigned to one of the three locations. Each manager leads assigned CSS delivery, staffing, schedule integration, quality review, and issue resolution at the designated installation and reports through the assigned CSS Program Manager. Duties apply according to the duty station and subcontract scope; the position does not require simultaneous management of all three locations. CTC retains prime-contractor responsibility, and Government personnel retain Government decision and approval authority.

Essential Functions, Duties & Responsibilities: Includes the following: •  Direct assigned CSS subcontract performance to meet all performance, schedule, quality, and reporting requirements. •  Oversee assigned local project schedules and coordinate local inputs to enterprise scheduling. Maintain the local Integrated Master Schedule (IMS) at Camp Butler and Quantico, and monitor project progress and execution-to-plan at Iwakuni. (PWS 4.3.4, 4.5.1.2, and 4.7.1) •  Integrate regional updates, project milestones, dependencies, critical paths, resource requirements, and execution risks into a unified program view. •  Lead the development and quality review of capital investment planning products, project-justification packages, FYDP inputs, and Program Objective Memorandum (POM) issue papers. •  Ensure facilities, financial, engineering, and execution data are validated, consolidated, and delivered accurately and on time. •  Serve as the designated CSS point of contact for Government stakeholders on assigned work, coordinated through CTC; respond to official inquiries, resolve issues, and escalate risks within required timelines. •  Monitor performance metrics and deliverable quality; implement corrective actions to prevent defects, data lag, and schedule degradation.

MCB Camp Butler, Okinawa, Japan — Task 4.3 •  Update automated tracking dashboards weekly for local capital projects and reconcile project milestones, dependencies, progress, and risks with the local IMS. (PWS 4.3.4) •  Draft and coordinate assigned inputs to 12 Monthly Status Reports annually for Okinawa operations, supporting CSS and CTC review and submission by the 15th day of each month. This cadence applies to the local team’s deliverable. (PWS 4.3.4; Section 8, DEL-02) •  Manage assigned project planning, programming, design, and construction milestones and coordinate resolution of documentation, studies, scheduling, scoping, and funding issues with the Public Works Branch, Facility Maintenance Branch, and Resident Officer in Charge of Construction (ROICC). (PWS 4.3.4.1; DEL-02) •  Coordinate schedules, technical inputs, and review cycles for design reviews, pre-decisional DD Form 1391 packages, draft technical cost models, and statements of Architectural and Engineering services and Design-Build Requests for Proposal. Route products for required Government review and approval; do not directly correspond or interface with Congress or congressional staff. (Support to PWS 4.3.1.1–4.3.1.5; DEL-24, DEL-14, and DEL-13) •  Track assigned utilities engineering designs, feasibility studies, lifecycle cost estimates, performance analyses, preventive maintenance schedules, and quarterly technical documentation against project-specific schedules. Coordinate qualified technical personnel and maintain visibility of issues requiring Government action. (Support to PWS 4.3.2.1–4.3.2.5; DEL-18, DEL-19, and DEL-23) •  Coordinate Facilities Condition Assessment milestones, field-data collection, and updates to BUILDER SMS, AutoCAD, and GIS records in support of Utilities Engineer planning and design. (Support to PWS 4.3.3–4.3.3.2) •  Apply the approved Quality Control Plan to assigned deliverables, track review comments and corrective actions, and maintain supporting records for Government review and contract transition. (PWS Sections 14 and 21)

MCAS Iwakuni, Japan — Task 4.5 •  Lead assigned facilities operations support by analyzing operational tempo and financial execution, coordinating site surveys, and reviewing strategic operational and execution-to-plan reports. Integrate USMCMax data analysis, execution dashboards, BOS performance indicators, FIAR-supporting real property analysis, and the electronic records library. (PWS 4.5.1.1–4.5.1.5; DEL-06 and DEL-07) •  Manage assigned operations and maintenance analysis, including BOS and work-order metrics, maintenance trends, Real Property Inventory Discrepancy Reports, shops materials and supply inventory accountability, maintenance supply metrics, and warehousing and materials tracking. Route discrepancy reports for Government review and approval. (PWS 4.5.2.1–4.5.2.5; DEL-04) •  Coordinate field QA site visits, technical compliance reports, and engineering assessment documentation supporting the COR. Arrange qualified fire protection support and track Facilities Condition Assessments, field-data collection, and BUILDER SMS, AutoCAD, and GIS inputs. Evaluations remain advisory; the COR retains final facility acceptability determinations. (Support to PWS 4.5.3–4.5.4.2; DEL-21)

MCB Quantico, Virginia — Task 4.7 •  Lead assigned local program management and data analytics, maintain the local IMS on a continuous weekly basis, and coordinate 12 MSRs annually for Quantico operations. Support CSS and CTC review and submission by the 15th day of each month. (PWS 4.7.1; Section 8, DEL-02) •  Coordinate planning-cell schedules and quality review for draft installation master plans, layout studies, Basic Facility Requirement validations, preliminary NEPA packages, and environmental planning studies. Ensure final Government evaluation, modification, and approval, including Master Planner approval as applicable. (Support to PWS 4.7.2–4.7.2.3; DEL-22, DEL-16 in Section 8, and DEL-09) •  Coordinate qualified multidisciplinary engineering personnel, design-review milestones, and preparation of statements of Architectural and Engineering services and Design-Build Requests for Proposal. Route products to the Government Engineering Design Manager for review and official approval. (Support to PWS 4.7.3–4.7.3.2; DEL-24) •  Manage assigned SOW writing-cell schedules and review processes for preliminary Statements of Work, Performance Work Statements, historical cost data, and market research supporting Government IGCE development. Apply required organizational conflict of interest controls. All products remain advisory; do not sign contracts, obligate funds, or negotiate with vendors. (Support to PWS 4.7.4–4.7.4.2 and Section 15; DEL-20) •  Coordinate evaluation of third-party provider execution metrics and technical compliance data, draft service contract compliance evaluations, warranty tracking, and draft Preventive Maintenance work plans. Evaluations are strictly advisory to the COR; do not supervise, exercise oversight over, or issue contractual direction to third-party contractor personnel. (Support to PWS 4.7.5–4.7.5.2; DEL-23) At every assigned location, implement the approved Quality Control Plan, coordinate staffing continuity and required personnel qualifications, track corrective actions and deliverable review, and support transition records. Contract production quantities and reporting cadences apply to the relevant contractor team; individual accountability follows the assigned CSS subcontract scope. (PWS Sections 14, 20, and 21) •  Perform other job-related duties as assigned.

Supervisory Responsibilities: Supervisory and management responsibilities •  Lead, assign, and prioritize work for program personnel, including project managers, planners, analysts, and technical SMEs. •  Establish clear roles, work standards, communication protocols, and deliverable-review processes. •  Conduct regular program reviews to assess schedule health, staffing capacity, risks, and performance against contract requirements. •  Coach team members on Government customer engagement, quality management, CUI handling, and disciplined documentation practices. •  Coordinate with subcontractor personnel, when applicable, to maintain an integrated and accountable delivery team. •  Identify staffing gaps or emerging technical needs and recommend timely adjustments to maintain uninterrupted performance. Supervisory and management responsibilities apply to assigned CSS personnel and work within the CSS/CTC management structure. Coordination with Government personnel and other contractors does not confer authority to supervise Government employees, direct third-party contractor performance, modify contracts, or approve Government decisions. Technical coordination does not substitute for the task-specific qualifications required of personnel performing engineering reviews or final technical validation. (PWS 4.3.1.4, 4.5.3.2, 4.7.2.3, 4.7.4, 4.7.5.2, and 20.1.2)

Education, Experience, Knowledge, Skills and Abilities Required: (Basic Qualifications) •  Bachelor’s degree in business administration, program management, engineering, facilities management, public administration, or a related field. •  At least 10 years of progressively responsible program or project management experience supporting federal, Department of Defense, or large-scale facilities programs. •  At least 5 years of experience managing multi-disciplinary teams and complex, geographically dispersed portfolios. •  Demonstrated experience managing integrated schedules, performance metrics, deliverables, risks, and stakeholder communications. •  Experience supporting capital investment planning, facilities programs, infrastructure portfolios, or financial execution activities. •  Proficiency with Microsoft Project, Microsoft Office Suite, and collaboration tools used to manage enterprise programs. •  For Camp Butler assignments under Task 4.3.4 and Quantico assignments under Task 4.7.1, must hold a current Project Management Professional (PMP) certification. PWS 20.1.1 does not expressly extend this requirement to Task 4.5 at Iwakuni; PMP remains preferred for an Iwakuni-only assignment. •  Ability to obtain and maintain Government access, suitability, and any contract-required credentials; ability to handle CUI in accordance with applicable requirements. •  Must possess and maintain a Secret security clearance in accordance with PWS 11.1, which requires the clearance at proposal submission and maintenance of the required security level throughout contract performance. •  Must be eligible to receive and maintain a Common Access Card (CAC) and execute the required nondisclosure agreement before commencing work or accessing Government information, facilities, systems, or data. (PWS Sections 11–13) •  Prolonged periods of sitting at a desk and working on a computer; may occasionally require standing or moving about the office for extended periods. •  Must pass pre-employment qualifications of Cherokee Federal.

Preferred Qualifications: •  Master’s degree in business administration, engineering, facilities management, public administration, or a related discipline. •  Project Management Professional (PMP), Program Management Professional (PgMP), DAU, or comparable certification. PMP is mandatory for assignments under Tasks 4.3.4 and 4.7.1, as specified in the basic qualifications; other certifications do not substitute for that requirement. •  Experience supporting MCICOM, Marine Corps, Navy, other DoD installation-management organizations, or federal facilities programs. •  Experience with FYDP, POM, Planning, Programming, Budgeting, and Execution (PPBE), or capital investment processes. •  Experience leading programs involving 500 or more projects, multiple regions, or OCONUS locations. •  Familiarity with facilities systems of record, engineering portfolio data, and federal financial-execution reporting. •  Proven record of delivering high-quality pre-decisional products with minimal Government correction cycles.

Work Environment: Work is performed primarily in a climate-controlled environment. Work is performed in person at the assigned installation—MCB Camp Butler, MCAS Iwakuni, or MCB Quantico—during supported Government business hours. Assigned duties may include facility and project-site visits and authorized travel. Personnel must comply with installation access and applicable site safety requirements. (PWS Sections 6, 7.3, and 16)
