Science Applications International Corporation is seeking an experienced senior-level Program Manager to oversee and manage critical technology initiatives for a federal law enforcement agency. The ideal candidate will have a strong background in law enforcement, information technology, project management, and a deep understanding of the unique challenges and requirements within the federal law enforcement domain.

Job Responsibilities:

Strategic Planning: Develop and execute comprehensive strategies aligned with the goals and objectives of federal law enforcement agencies.

Project Management: Manage complex projects from initiation to completion, ensuring adherence to timelines, budgets, and quality standards.

Stakeholder Engagement: Collaborate with federal law enforcement agency leaders and key stakeholders to understand their needs and facilitate effective communication throughout project lifecycles.

Risk Management: Identify, assess, and mitigate risks associated with projects, ensuring security and compliance requirements are met.

Resource Management: Work with multiple project teams, including internal and external resources, to optimize project outcomes and ensure efficient resource allocation.

Technology Evaluation: Stay up to date with emerging technologies and industry trends, advising on the adoption of new tools and systems to enhance operational efficiency.

Compliance and Security: Ensure that all solutions and initiatives comply with federal regulations and security standards, safeguarding sensitive data and maintaining confidentiality.

Quality Assurance: Implement best practices and quality control measures to deliver high-quality solutions that meet the specific needs of federal law enforcement agencies.

Reporting: Prepare and present regular progress reports, status updates, and performance metrics to agency leadership and other stakeholders.

QualificationsRequired: Bachelor’s degree with 18+ years of relevant experience as a Program Manager. 10+ years of requirements management and program oversight. The candidate will oversee work milestones (end to end). This may also require coordinating & writing technical documents and business process flows as well as providing leadership with weekly updates. Strong understanding of federal regulations and security protocols. Exceptional communication and interpersonal skills. Demonstrated ability to work with cross-functional teams and foster collaboration. Ability to adapt quickly, work in a challenging and fast-paced environment Excellent problem-solving and decision-making capabilities. Strong analytical and strategic thinking abilities. Knowledge of government procurement processes.

Desired Skills and Experience: Master’s degree in a relevant field is a plus DHS and CBP experience is a plus Experience with federal government program management Project Management Professional (PMP) Certification a plus Certified Scrum Master (CSM) Certification a plus Working knowledge of: Microservice architecture, Cloud services, Java-based web applications using a modern frameworks such as SpringBoot, Angular or React, SQL databases Familiar with:Security vulnerability remediation/documentation AWS Cloud migration (Cloud Concepts) Confluence and Jira documentation and standardization for models and applications

Customer Requirements Clearance – Ability to obtain and hold a public trust position and favorable suitability based on a CBP Background Investigation Citizenship – Must be a US Citizen Location – Hybrid with on-site (Ashburn, VA) presence a minimum of 2 days per week and additional when the mission dictates.      All candidates must reside within the GWA/commutable area.
