ODS offers a range of consulting services, all designed to help Federal agencies achieve their goals.Job Summary:ODS is seeking a Program Manager to lead contractor support for the Federal Protective Service (FPS) Region 11 and Headquarters National Capital Region (NCR). This key personnel position supports the Office of the Regional Director with program oversight, operational analysis, data integrity, risk reduction, and business process improvement while managing all contractor work under the SOW. Location: Washington, DC Salary: $110,000 - $115,000Responsibilities/Duties:Plan, organize, direct, and oversee contract staff, daily activities, quality, schedules, and delivery of all SOW requirements; serve as the contractor interface with the COR. Develop and implement a project management plan identifying execution activities, events, and documentation. Maintain staffing continuity and coordinate qualified coverage and absence notifications. Evaluate FPS programs, branches, districts, and systems to identify defects, gaps, and risks; assess output adequacy and operational reliability and recommend corrective improvements. Support implementation of new processes, programs, systems, national coordination efforts, and quality management processes supporting ISO 9000 certification. Use business intelligence, performance indicators, and operational data to improve decisions and efficiency. Assess data collection methods and recommend expanded, consolidated analysis capabilities. Support capacity building across branches, districts, and programs; prepare briefings, white papers, decision papers, and memoranda on business process improvements. Provide a monthly Project Plan of Action and Milestones to the ORD by the 15th. Oversee weekly activity reports, monthly program reports, daily manpower reports, and authorized alternative work location reports. Coordinate the Business Continuity Plan due within 30 business days after award and subsequent updates; manage correction and resubmission of rejected deliverables. Be available to the COR in person or by telephone during SOW working hours and respond to emailed requests concerning technical problems within 24 hours.

Qualifications:At least 10 years of progressive experience in program management, enterprise integration, financial oversight, operational risk management, or federal security operations. Ability to lead contractor teams, manage performance and schedules, evaluate operational risk, and translate analysis into actionable recommendations. Ability to develop performance indicators, assess data integrity, and support business intelligence and process improvement. Communicate effectively orally and in writing; interpret and follow policies, regulations, and directives. Use Microsoft Office, including Excel macros, pivot tables, charts, graphs, and simple and complex formulas; support databases and SharePoint as assigned. Ability to satisfy DHS suitability and background investigation requirements under HSPD-12 and obtain the required favorable Entry on Duty or fitness determination for unescorted access. U.S. citizenship is normally required for DHS systems access unless DHS approves an exception. Work on site Monday–Friday with scheduling flexibility within the 7:00 a.m.–7:00 p.m. core window. Local travel may be required. Alternative work locations require Government authorization. Protect sensitive information and possess the knowledge and skills to meet applicable Section 508 accessibility requirements for assigned deliverables.

Education/Certifications:Master’s degree in a relevant discipline is preferred but not required Bachelor’s degree in Business Administration, Public Administration, Finance, Data Analytics, Management, Criminal Justice, Homeland Security, or a related field.
