# Vice President and Head of Practice, Corporate Responsibility & Labor Affairs

**Position**: Vice President and Head of Practice, Corporate Responsibility & Labor Affairs **Organization**: United States Council for International Business **Reports to**: Senior VP, Global Impact Initiatives **Location**: New York City Office

**THE OPPORTUNITY – About USCIB**

Founded in 1945, the United States Council for International Business (USCIB) powers the success of US business across the globe. Our members include US-based companies and professional services firms from every sector of the economy, with operations in every region of the world. As the US affiliate of leading international business organizations including Business at OECD (BIAC), the International Chamber of Commerce (ICC), and the International Organization of Employers (IOE), USCIB advances the US business perspective to policymakers and regulatory authorities worldwide and works to facilitate commerce, support sustainable development, and build trust in multilateral systems. USCIB is also the national guaranteeing and issuing association for ATA Carnets, a unified international customs document that allows the temporary import and export of various types of goods into a foreign country without paying duties or taxes. **About USCIB’S Corporate Responsibility and Labor Affairs Portfolio**

USCIB represents members in global policy negotiations on human rights, labor and employment, responsible business conduct, socio-economic sustainability, and social policies. We serve as the official US Employer Representative to the International Labour Organization (ILO), where we represent and defend US business interests in negotiations of international labor standards and policy, and are the US private sector representative in the OECD via Business at the OECD (BIAC) on CRLA issues. Our CRLA team works closely with the International Organization of Employers, and the role includes committee leadership at IOE. USCIB participates extensively in negotiations of international standards that will shape national legislations, ensuring they reflect our members’ priorities and promote an enabling environment for US business to thrive.

We actively engage in the following areas: **ILO Standards, Policies, & Governance, Business and Human Rights** (including as sole representative of US business in UN BHR treaty negotiations), **EU Due Diligence Regulatory Requirements**, **reasonable implementation of the OECD Multinational Enterprise (MNE) Guidelines**, and **AI’s labor market impact in the multilateral system**.

**POSITION SUMMARY**

USCIB seeks a strategic, entrepreneurial senior leader to drive our global advocacy on labor and employment policy, corporate responsibility, and corporate governance in close partnership with our member companies. This highly visible role calls for an independent leader who can shape strategy, navigate complex international policy environments, manage competing priorities, and serve as a trusted voice for U.S. business among senior policymakers and global stakeholders.

The successful candidate will own a broad, evolving portfolio spanning business and human rights, global industrial relations, the negotiation of labor standards, labor provisions in trade agreements, emerging due diligence and corporate reporting frameworks, and multi-stakeholder initiatives.

As practice head, you will advise senior executives from member companies on international policy developments and negotiations, and partner with them and USCIB staff to develop and advocate for business positions and solutions. Close collaboration with our global partner organizations—IOE, BIAC, and ICC—is essential to advancing members’ objectives and championing USCIB positions with the U.S. Government and intergovernmental bodies. You will also engage across USCIB’s other policy workstreams on cross-cutting issues.

**KEY FOCUS AREAS**

* **Business & human rights:** Lead USCIB’s work on business and human rights—engaging the UN Working Group, representing USCIB at the annual UN Forum, advancing member positions in UN Treaty negotiations and OECD Working Party on Responsible Business Conduct, and contributing to international codes, principles, and RBC reporting frameworks. * **OECD MNE Guidelines & corporate governance:** Support reasonable implementation of the OECD MNE Guidelines, engage with the U.S. National Contact Point (including member NCP proceedings), chair IOE’s Policy Working Group on Human Rights and RBC, and manage corporate governance activities with OECD BIAC on the OECD Principles on Corporate Governance. * **ILO & international labor standards:** Lead USCIB engagement in the ILO, including the U.S. employer delegation to the annual Conference and expert/sector meetings, and serve in multilateral leadership roles as needed. * **Government & stakeholder engagement:** Engage the U.S. Department of Labor and other agencies on ILO policy and programs; represent U.S. employers before government, labor, and other stakeholders, including the DOL Advisory Committee on Labor Provisions in Free Trade Agreements; and monitor other fora such as the G20, B20, and Global Forum on Migration & Development. * **IOE/BIAC labor policy & industrial relations:** Work with the IOE and BIAC on labor and employment issues at the ILO and OECD (industrial relations, occupational health & safety, migration), and lead engagement of member labor relations executives on global labor relations issues and their intersections with global labor standards & human rights. * **Ensuring evidence-based discussion on AI’s labor market impact:** We participate in thought leadership across the OECD and ILO to ensure that policymaking on AI and labor—including its macro-level impact on the labor market and its micro-level impact on individual workers and managers—is data-driven and evidence-based. * **Cross-cutting collaboration:** Partner with USCIB colleagues where their work intersects CRLA—Customs, Trade, and Investment (forced and child labor, supply chains), Digital (AI’s labor-market impact), Environment (RBC reporting), and International Product Policy (chemical hazards)—and track OECD, UN Geneva, and related developments for the policy team. * **Membership & communications:** Partner with the Membership Department to recruit and retain members, and with the communications team on outreach materials, including press releases and op-eds.

**PRIMARY RESPONSIBILITIES**

* Serve as a senior leader and recognized authority on corporate responsibility and labor policy, representing USCIB’s interests to external stakeholders and policymakers. * Build trusted relationships with senior representatives of member companies, serving as their primary point of contact across Corporate Responsibility and Labor Affairs (CRLA) matters. * Lead and direct the USCIB CRLA team, setting priorities, managing performance, and developing staff capability. * Represent USCIB and its members in the labor and corporate responsibility committees of the ICC, IOE, and BIAC, shaping international outcomes on behalf of U.S. business. * Anticipate and assess emerging international policies, norms, and expectations for responsible business conduct and labor affairs, identifying risks and strategic opportunities for U.S. companies operating globally. * Synthesize member and Committee input on draft norms, regulations, and standards — and IOE, BIAC, and ICC policy papers — and design and execute advocacy strategies to advance Committee consensus positions. * Author and oversee the Committee’s policy briefs, position papers, and advocacy letters, ensuring they reflect member consensus and advance USCIB’s objectives. * Direct Committee meetings, calls, and webinars — partnering with Committee leadership to shape agendas, secure expert speakers, and deliver substantive content. * Contribute to cross-cutting USCIB Committee efforts and broader organizational initiatives, working closely with the Global Impact Initiatives team, the SVP, and colleagues across USCIB.

**QUALIFICATIONS/EXPERIENCE**

* Law degree (J.D.) preferred. Coursework or advanced study in international law, labor law, sustainable development, or sustainable business is an asset. * Private sector or corporate experience strongly preferred. * Exceptional interpersonal and negotiating skills, with a proven ability to build trust and forge consensus among diverse stakeholders, including senior corporate executives and government officials. * A driven, entrepreneurial self-starter with a strong work ethic and the ability to master complex, technical subject matter quickly. Direct experience with the ILO and international labor standards is preferred. * Excellent written and verbal communication skills, including strong public speaking and the ability to advocate persuasively for business positions in public and multi-stakeholder forums. * Ability to manage multiple projects simultaneously and adapt quickly in a shifting geopolitical environment. * 10+ years of relevant professional experience; experience working with international organizations or in multi-stakeholder settings is a plus. * Extensive international and domestic travel, including at least six weeks in Geneva over the course of the calendar year. * This position is based in New York City.

**SALARY AND BENEFITS** Salary and title are commensurate with qualifications and experience. USCIB offers a highly competitive compensation package that includes medical, dental and vision insurance, a 401(k)-retirement company matching program, generous paid time off, and the ability to participate in pre-tax transportation, and flexible spending account programs.
