Position Specific Description

Manages the Early Stage (ES) process for high-voltage transmission and substation projects within E&C. Coordinates Engineering, Estimating, Supply Chain, and Construction through pre-construction activities.

Leads development of scope, budget, schedule, procurement, engineering, permitting, and land to ensure projects are execution-ready with defined plans, risks, and mitigations.

Key Responsibilities

Lead development of project plans with focus on execution, cost, and schedule

Coordinate multidisciplinary teams including Development, Land, Environmental, Legal, Regulatory, Procurement (ISC), Engineering, and Operations

Manage integration across scope, schedule, and budget

Prepare RFP packages to competitively source engineering, survey, geotechnical, LiDAR, and construction services

Support Estimating with detailed scope and assumptions for financial models

Identify risks and develop mitigation strategies

Provide progress, issue, and risk updates to management

Scope of Role

Focused on early-stage development; not responsible for construction execution. Portfolio spans U.S. and Canada transmission and substation projects.

Preferred Qualifications

Bachelor’s in Engineering or Construction Management

Experience managing projects >$100MM

Strong project management, communication, and analytical skills

Ability to manage scope, schedule, and cost

Strong documentation skills

Ability to travel (~25%)

PMP Certification

Transmission and substation experience

Strong commercial acumen and action-oriented mindset

Job Overview

This position is responsible for the overall management of the team and assigned projects, to ensure compliance within required budgetary, scheduling, and safety goals. Employees in this role coordinate and manage construction work performed by contractors and/or vendors at the project site. Employees in this role manage the engineering, procurement and construction oversight-activities necessary to develop, license/permit, erect, start-up, and commence commercial operations.

Job Duties & Responsibilities

•   Works collaboratively with resources in various disciplines to determine project priorities and work plans

•   Meets corporate objectives with limited project management, scheduling and estimating resources

•   Manages department resources to provide effective early-stage project development support

•   Ensures projects are efficiently, effectively and safely implemented in accordance with department procedures and policies

•   Manages walk down of planned work, validates acceptance of completed work to design requirements, approves contractor payment requests

•   Verifies constructability, ensures proper resource allocations, assesses field status and resolves issues as needed

•   Leads project meetings and reviews budget, risk tracker, and contingency allocations

•   Interfaces with project's designated management committees, or acts as Executive Director of project activities

•   Supervises activities and/or coordinates activities or groups, such as safety programs, engineering, construction, budget, and analysis and contract administration

•   Oversees commissioning activities to meet corporate objectives, with limited project management, scheduling and estimating resources

•   Performs other job-related duties as assigned
