Lead a multidisciplinary team managing the Long-Term Pavement Performance (LTPP) program for the Federal Highway Administration.
This position is contingent upon Genex Systems being awarded this contract. Candidates selected for this role will be considered pending the outcome of the award decision, and Genex will follow up with next steps as soon as it's finalized.
Anticipated start date: On or about March 25, 2027 (dependent on contract award)
Lead the Program That Explains How America's Pavements Perform Every highway engineer who designs a road today is relying, in part, on data from one program. For nearly four decades, the Federal Highway Administration's Long-Term Pavement Performance (LTPP) program has watched real roads age, crack, and wear out under real traffic and weather. Genex Systems is looking for a seasoned Project Manager to lead the team that keeps that national resource running.
About the Program Launched in 1987, LTPP has monitored roughly 2,500 in-service pavement test sections across the United States and Canada, spanning a wide range of climates and soil conditions. FHWA describes it as the world's largest pavement performance monitoring study, with many sections tracked until they reach failure. That data is shared publicly through the LTPP InfoPave portal and was used to calibrate the national Mechanistic-Empirical Pavement Design Guide, so the work directly shapes how state agencies design and maintain highways. Genex already supports FHWA research at the Turner-Fairbank Highway Research Center (TFHRC), and this role would lead our technical support team for the LTPP program.
What You'll Do Serve as the single point of technical and administrative contact between FHWA and Genex for the LTPP contract Lead a multidisciplinary team of pavement engineers, database engineers, subject matter experts, and support staff Prepare and submit task order proposals, quarterly progress reports, Microsoft Project schedules, and all contract deliverables Manage staff time, travel, and budgets across firm-fixed-price and time-and-materials task orders, and flag risks early Coordinate with FHWA LTPP staff, other LTPP contractors, state highway agencies, and LTPP data users Oversee work across all LTPP task areas, including pavement data collection, data quality control and storage, engineering coordination, and special studies Drive continuous improvement in how the team assigns work, communicates, and monitors performance
What You'll Need (Required) Bachelor's degree in engineering (or equivalent) and a master's degree in engineering or management (or equivalent) 15 years of related experience, including at least 5 years managing large research contracts Working knowledge of every LTPP task area: pavement data collection, data quality control/quality assurance and storage, engineering coordination, and special studies Strong organizational and communication skills, including the ability to represent the team to a federal client
Nice to Have (Preferred) Direct experience with the LTPP program, LTPP data, or InfoPave Professional Engineer (PE) license and/or Project Management Professional (PMP) certification Experience managing FHWA, state DOT, or TRB/NCHRP research contracts Proficiency with Microsoft Project and federal contract reporting
