POSITION SUMMARY:
Under the primary direction of the Social Services Director, the Program Manager is responsible for developing, coordinating, and managing assigned Social Services programs, including Mobile Crisis/988 and Behavioral Health Bridge Housing (BHBH). The Program Manager works in partnership with Tribal departments, external agencies, and community organizations to support program activities and community needs. The 988 Suicide & Crisis Lifeline connects individuals experiencing emotional distress, alcohol or drug use concerns, or those who need someone to talk to with crisis support. The Mobile Crisis Team provides community-based de-escalation and relief to individuals experiencing behavioral health or substance use-related crises in homes, workplaces, schools, and community settings. The BHBH program addresses immediate housing needs of individuals in Tribal communities who have serious behavioral health conditions and are experiencing homelessness.
JOB DUTIES AND RESPONSIBILITIES:
Mobile Crisis/988 and Direct Service Management
Oversee program caseworkers and staff to ensure activities and interventions are completed on time and to program specifications.
Provide strong leadership and supervision of direct services, including leading responding caseworkers and reviewing post-intervention documentation.
Provide policy and guideline implementation, clinical consultations, crisis intervention, public speaking, and staff training.
Manage the Pala Mobile Response Crisis Team (PMRCT), 988 staffing, and related grants.
Ensure program data collection, documentation, and reporting are maintained and completed according to applicable program guidelines.
Grant and Bridge Housing Duties
Work with Pala Housing and Pala Social Services Departments to complete bridge housing start-up infrastructure activities and make beds available within one year of contract execution.
Partner with local or regional Continuums of Care (CoCs) and other homeless service efforts within the county.
Include people with lived experience of homelessness and serious behavioral health conditions, including SMI and SUD, in BHBH program planning, implementation, and quality improvement.
Prepare and submit the BHBH Program Plan detailing funds utilization and service delivery.
Ensure bridge housing meets Emergency Solutions Grants (ESG) habitability standards and, when applicable, CoC Housing Quality Standards (HQS).
Support access to mental health and substance use disorder treatment, including medication-assisted treatment (MAT).
Prioritize and ensure services for eligible CARE Program participants.
Enter required BHBH participant data into the local Homeless Management Information System (HMIS), as required by AB 977.
Submit required narrative, data, budget, financial, progress, and grant reports and maintain program records.
Participate in monthly calls, learning collaboratives, TTA activities, monitoring, and reimbursement reviews as needed.
Operational Management
Recruit, interview, hire, train, supervise, and support program staff to meet project timelines and quality standards.
Provide support for all aspects of program operation and implementation to promote the overall success of programs, services, and activities.
Coordinate with the Finance Department to manage program budgets and timelines in compliance with grant requirements and budgeted guidelines.
Regularly update the Social Services Director on program status, deadlines, and potential challenges.
Serve as a liaison with the Executive Committee, department heads, external vendors, community agencies, and partner organizations to meet program and organizational objectives.
Ensure program compliance with relevant laws, regulations, grant requirements, policies, and best practices.
Establish and maintain partnerships and collaborations with Pala departments and other community agencies.
Perform other duties as assigned, including special projects and additional grants.

Extensive knowledge of the Fair Housing Act (FHA) and other applicable government programs.
Knowledge of various computer-based programs, including all Microsoft Office products.

MINIMUM QUALIFICATIONS:
Bachelor's degree in Social Work, Psychology, Counseling, or another related field from an accredited college or university, or a combination of six years of education and work experience in similar or related fields.
At least five years of related experience is required, with high-level management experience preferred.
At least two years of supervisory experience with more than three full-time subordinates.
Experience working in healthcare, medical, or social services settings.
Experience working with individuals with addiction or mental health issues.
Previous experience working with Native American populations is preferred.
Must pass pre-employment and random drug testing during employment.
Must acknowledge and agree to maintain a Drug-Free workplace (including marijuana) as a condition of employment with the Pala Band of Mission Indians.
Must successfully pass a fingerprint-based background check pursuant to Public Law 101-630, Indian Child Protection and Family Violence Prevention Act.
Must have a valid Class C driver’s license and a clean driving record.
Must be willing to work in the field and travel within and outside of city limits.
CPR/First Aid certification preferred; if not certified, certification must be completed within 60 days of hire.
Indian preference will apply. The Pala Band of Mission Indians will give hiring preference to fully qualified applicants who are Pala Tribal Members.
