Job Description The CEQA Project Manager provides the planning, coordination, and direction for planning and management activities to ensure they meet owner needs with respect to compliance with the California Environmental Quality Act (CEQA), from initial project identification through construction closeout. May supervise office/field administrative staff, project/field engineers, assistant project/construction managers, outside professional engineering and planning consultants, and other assigned staff.
Position Description & Responsibilities:
Manage the production of a wide range of environmental documents, including Initial Studies, Negative Declarations/Mitigated Negative Declarations, Environmental Impact Reports, permit applications, plans and review technical reports and other similar documents.
Conduct environmental reviews, analyses, and preparation of CEQA related documents or letters and other environmental documents, laws and regulations.
Provide direction to project managers regarding compliance with State and federal laws, regulations and policy.
Coordinate technical studies and consult with other agencies and institutions engaged in related environmental analysis, management, planning, regulation, investigation, and research.
Prepare environmental permit applications and plans
Oversee the development of compliance documents such as Phase I/II reports, and historic evaluations by contracted vendors for Judicial Council buildings and assets
Position Tasks and Essential Functions:
Manage scientific and technical consultants
Prepare Initial Studies for proposed projects
Determine the compliance and environmental impact of various projects
Oversee environmental services and act as project lead for CEQA related activities
Review CEQA documents and evaluate and comment on technical reports
Review environmental impact reports and other documents to determine the effects of proposed activities on environmental health and all areas of the environment
Meet and confer with individuals and groups to obtain compliance with laws and regulations concerning environmental requirements of California and Federal governments
Coordinate field work, including biological surveys, habitat assessments, vegetation mapping and state and federal waters delineations on projects in California
Direct field team management and review of specialized site assessments
Develop and manage project budgets, schedules, proposal preparation, task order preparation and contract compliance
Direct the preparation of Negative Declarations, EIRS, Environmental Assessments, Environmental Impact Statements and supporting technical studies
Oversee multiple projects simultaneously within scope/schedule/budget expectations and ensure quality standards on project deliverables
Coordinate and direct necessary records review, site visits, physical soil, water and vapor testing as required to understand environmental site conditions
Prepare environmental permit applications, plans, and other compliance documents such as Phase I/II reports and historic evaluations for proposed projects
Provide subject matter expertise on local, state, and federal laws and regulations related to the management of natural resources and environmental planning for proposed projects.
Performs other duties as required
Minimum Qualifications:
Bachelor's Degree in Engineering, Construction Management, Architecture, Environmental Studies, Planning, or equivalent is required (Extensive relevant environmental planning management experience in place of education may be considered)
5+ years of progressively responsible CEQA/environmental planning experience, including experience managing CEQA projects
Knowledge and application of master planning, A/E, CEQA, Engineering, and planning professional services consultant solicitations, documentation, engineering/construction principles, contracts and delivery methods are required
Personally prepared/reviewed CEQA documents.Technical expertise with EIRs, MNDs, ISs, and current CEQA guidelines and case law is required.
Led CEQA projects - scope, schedule, budget, and deliverables.
Strong computer skills and familiarity with Microsoft Office Suite products, and experience with project-related systems such as Prolog and Primavera are required
Proficiency with various document control systems
PE, ACIP Certification (American Institute of Certified Planners) preferred
